Off-Hire Bunker & Condition Survey – 221B Bunker Detective Findings

 

JM Marine Surveys was recently instructed to attend an Off-Hire Bunker and Condition Survey on behalf of Charterers, covering both bunker verification and vessel condition upon redelivery.

As part of the attendance, a 221B “Bunker Detective”Survey was undertaken to verify the vessel’s declared fuel quantities and investigate any irregularities. During the course of the survey, our team:
• Conducted independent soundings and temperature readings of all fuel, diesel, and Marpol tanks.
• Verified density from BDN’s and analysis reports, and
• Ensured calibration tables were Class approved.
The findings revealed significant discrepancies between the declared and actual bunker figures, resulting in a notable recovery in favour of our client.
Further inspection uncovered tampered fuel gauges on both the settling and service tanks, as well as an magic pipe inserted in the Overflow tank. These irregularities were documented and reported immediately.

During and upon completion of cargo discharge operations, a Condition Survey was performed to establish the vessel’s state at redelivery. The cargo holds, deck areas, and hatch covers were inspected in detail, confirming the vessel was returned in a satisfactory condition.
Our comprehensive report provided:
• A clear and factual bunker reconciliation,
• Documented evidence of irregularities, and
• Asafeguarding our client’s position.
This case once again demonstrates the value of thorough and independent surveys in protecting Charterers and Owners.
