Steel cargoes — including coils, plates, billets, and wire rods — represent some of the most sensitive and claim-prone commodities in the dry bulk trade. Even minor rusting, denting, or handling damage can lead to substantial financial claims and complex liability discussions between shippers, receivers, owners, and charterers.
Recently, JM Marine Surveys was appointed to conduct a comprehensive Steel Cargo Survey in the Port of Antwerp, overseeing both the pre-loading inspection and the on-board stowage and securing process. The survey was carried out on behalf of charterers to ensure that cargo condition, handling, and stowage all complied with contractual and P&I requirements.
Pre-Loading Inspection – The First Line of Defence

Before loading commenced, each steel parcel was carefully inspected at the terminal laydown area to assess its surface condition, packaging, markings, and protection against environmental exposure.
Our surveyor documented:
• Rust grading in accordance with international standards (A, B, C, D scale);
• Any evidence of moisture, pitting, deformation, or contamination;
• The integrity of packaging and wrapping; and
• Cargo tally and segregation between different consignees or grades.
The findings were recorded photographically and referenced to each parcel, providing a clear and traceable condition record prior to shipment. This documentation forms the factual foundation for any subsequent claim discussion and protects our clients against unjust allegations of damage.

Supervision During Loading and Stowage
During loading, our surveyor remained on site to supervise handling practices, ensuring cargo was not damaged by grabs, slings, or forklift operations.
Particular attention was paid to:
• Correct use of dunnage and separation to prevent metal-to-metal contact;
• Weight distribution across tank tops and lower holds;
• Ventilation and protection from seawater ingress; and
• Proper application of lashing and securing materials in line with the vessel’s Cargo Securing Manual (CSM).
By maintaining close communication with the ship’s officers, stevedores, and terminal staff, we ensured that all operations adhered to safe loading practices and the agreed loading plan.

Discharge and Outturn Surveys
At the discharge port, our attendance continues to ensure consistency between loading and outturn conditions. If damages are noted, we identify the probable cause — whether mechanical, inherent, or due to voyage conditions — and record all findings with supporting evidence.
This independent and factual reporting allows our clients, and their insurers or P&I Clubs, to make well-founded decisions when handling potential claims.
